What local government did, 19–25 October

Pittsboro's Planning Board voted unanimously on 20 October to recommend that the town board deny the Chatham Park South Village Small Area Plan, against staff's own recommendation to approve it. The board had been reviewing the plan since July, when it first saw a planning area of 50 to 200 acres against the 15 to 20 acres it usually handles. Three weeks later the commissioners approved the plan 3-2, after 21 residents spoke and almost all of them opposed it. A planning board recommendation and a public comment period both pointing the same way, and a governing board going the other, is the clearest case in this record of the two kinds of input diverging.

Chapel Hill's council closed a contested hearing on 22 October for 115 Chapel Point Road. The first motion to enact the zoning ordinance failed for lack of a second. A later motion from a different member passed.

Garner considered the region's largest incentive of the autumn on 21 October: Project Cougar, a Gregory Poole Equipment Company expansion at U.S. 70 and South Greenfield Parkway, promising a $347 million investment. Orange County held a hearing the same day on joining the state's C-PACE program, which lets commercial property owners finance energy and resiliency upgrades through a voluntary assessment. Wake County held two hearings on ordinance amendments, one on subdivisions and land use and one on watershed protection.

Chatham County took a rezoning on 20 October to allow a new wastewater treatment plant inside the Conservancy at Jordan Lake subdivision. Holly Springs took a 222-unit rezoning at Piney Grove Wilbon and Adcock roads, an annexation for a Duke Energy substation, and a disputed quasi-judicial vote. Cary awarded a $508,050 demolition contract for the future GoCary downtown transit center and reviewed how it evaluates cumulative traffic impacts from new development.

Orange County's Board of Equalization and Review heard 14 appeals on 21 October, 17 on the 22nd and 23 on the 23rd across two sessions.

33 boards met across 15 governments, with 442 agenda items on file.
