What local government did, 26 October – 1 November

Durham County pulled back money it had already committed. On 27 October the commissioners considered reallocating $1,690,296 in federal recovery funds, pausing the DCo Thrives guaranteed income pilot while state legislation on the subject was pending, and cutting $199,590 from an East Durham market project. A pilot paused for a bill that has not passed is the kind of decision worth checking back on.

Orange County set up the body that will answer for its revaluation. Its new Tax Assessment Work Group met for the first time on 31 October: introductions, ground rules and a staff presentation on the countywide revaluation and appeals process. The Board of Equalization and Review kept sitting through the same week, hearing 13 appeals on 28 October, ten plus a seven-property negotiated consent list on 29 October, and 25 across two sessions on 30 October.

The county's Board of Health had a harder problem on 29 October. An adjudication appeal had invalidated part of its well-setback requirements, and the board weighed what to do about its groundwater protection rules, from case-by-case enforcement upward. It is the second month running that a court ruling has driven this board's agenda.

Wake County's Public Safety Committee took the future of the county's EMS response system on 27 October, with the fire academy and the DNA laboratory on the same agenda. The commissioners met the Board of Education the same day on shared budget, on land either body could develop or dispose of for affordable housing, and on the school system's seven-year capital plan.

21 boards met across 11 governments, with 179 agenda items on file.
