What has been read

A meeting is a complete record the moment it is collected: the date, the board, and links to the government's own documents. The plain-language summaries come later, written by a language model reading those documents, so a meeting can be here in full and still be waiting for one. About has what a summary is and is not.

A meeting is read again whenever the government publishes something new about it, so the waiting count does not only fall. Minutes are approved weeks after a meeting and record how the vote went; captions arrive later still and are the only record of what was said.

Those two are part of the waiting count, not additions to it. Could not be read means the documents defeated several attempts, usually a scan with no text in it. Those meetings stay on the site with their links. A further 4 meetings link to documents their own sources will not serve — a portal page saying the agenda was never published, or a request that never answers. Those are settled rather than waiting, so they are outside the count above.

Property cross-reference

Agenda items name properties by parcel number or street address. Each one is looked up against the North Carolina OneMap statewide parcel layer, which every county publishes into. A reference that finds nothing is ordinary: land is merged, split, and renumbered between the agenda and the parcel file, and some counties publish thinner records than others.

Keeping it current

Collecting meetings is not the whole job. Candidate filings change, agenda property has to be matched against county parcel records, and everything already collected has to be re-sorted when the subject list changes. None of it runs on a clock, so a date here can look old and be right: each job is checked often and done only when it is due.
