What's on this agenda
Holly Springs' town council took up a 222-unit rezoning at Piney Grove Wilbon and Adcock roads, an annexation and rezoning for a Duke Energy substation on Deer Path Road, and a quasi-judicial vote on a disputed office development at 1317 N. Main Street. The council also held public hearings on three sections of the Comprehensive Plan and 25 proposed UDO text amendments, and considered an economic development agreement with Ypsomed Manufacturing.
Consent items included a $124,200 contract for a water infrastructure risk assessment, up to $1.1 million in sole-source equipment for the Utley Creek Water Reclamation Facility upgrade, and a resolution starting the annexation process for a subdivision on Avent Ferry Road.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The council denied, 4-1, a major amendment to the development plan for 1317 N. Main Street after a quasi-judicial hearing in which town staff and the applicant's experts disagreed over whether a two-office-building layout still met the site's mixed-use requirement. The council found the plan inconsistent with the Comprehensive Plan and the site's existing development agreement; Council member Drees voted no.
The council approved the Duke Friendship Substation annexation and its related rezoning unanimously, along with an economic development agreement with Ypsomed Manufacturing and a PUD amendment clearing the way for Pine Springs Upper School. It also unanimously approved a development agreement completing Brook Manor Subdivision. The Seasons at Wilbon rezoning, the Comprehensive Plan amendment, and the semiannual UDO text amendments all drew public hearings but no vote; each goes to the Planning Board on October 28th and returns to the council in November. All consent-agenda items passed unanimously on one motion.
