What's on this agenda
Orange County commissioners hold a public hearing on joining the state's C-PACE program, which lets commercial property owners finance energy and resiliency upgrades through a voluntary assessment rather than county funds. The board also reviews cost-cutting design options for the Crisis Diversion Facility, whose original $28.2 million design came in over budget, and discusses a draft interlocal agreement setting up joint oversight of school construction projects with both school districts.
Consent items include a solar feasibility study agreement with the Town of Hillsborough, a six-month extension of an opioid-funding contract with Freedom House Recovery Center, and a $97,503 state arts grant.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The board unanimously adopted the resolution joining the C-PACE program after a public hearing in which Carrboro's economic development director spoke in support. On the Crisis Diversion Facility, commissioners unanimously chose "Option C" among several cost-reduced designs, preserving 16 detox beds and 12 behavioral health urgent care bays while cutting the original footprint, and added a friendly amendment directing staff to look at natural-light features before returning with a guaranteed maximum price.
The school construction interlocal agreement drew extended debate over its scope and a proposed $250,000 project threshold; Commissioner McKee said he planned to vote against it as drafted, and the board sent staff back to revise the language rather than taking a vote. Commissioners also heard that 39.6% of formal revaluation appeals have been resolved, with 670 still in process. The consent agenda, including minutes, a budget amendment, the Hillsborough solar MOU, the Freedom House contract extension, the arts grant, an SBI background-check agreement, a law enforcement separation-allowance ordinance update, and board appointments, passed unanimously on one motion. The board then went into closed session to discuss a real-property purchase and adjourned at 10:11 p.m.
