What's on this agenda

Orange County's Board of Equalization and Review holds 23 property-value appeal hearings from this year's revaluation on October 23. The day splits into a morning and an afternoon session. A county appraiser recommends a value for each parcel. Owners argue for a lower one, citing comparable sales, appraisals, zoning, or septic suitability.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board decided 21 of the 23 appeals outright and continued two for more evidence. Seventeen values went down, four stayed the same, and none went up. Combined, the 21 decided parcels fell from $7,787,900 to $6,898,500, a cut of $889,400, about 11 percent overall. Individual reductions ranged from none to $146,600. The median dollar reduction was $29,800. The median percentage cut was about 16 percent. Before the hearings, those parcels were assessed from $22,500 to $914,500. Afterward, values ran from $2,700 to $865,900.

Grounds clustered by location. Six vacant lots on King Edward and King James streets were appealed for lacking water and sewer service and unsuitable septic soil. Five parcels near Pond View Lane and Lebanon Road were appealed over the size of this year's increase. County staff said state law does not allow that basis on its own. Two parcels on NC 86 North were appealed over zoning designation. The rest cited comparable sales, appraisals, or property condition. Thirteen of the 23 owners appeared for their hearing. Ten did not.

How the votes went

The board decided every appeal by simple majority vote. All but four motions passed unanimously. Board member Saru Salvi cast the only dissenting vote on each of those four.
