What's on this agenda

Orange County's Board of Equalization and Review takes up 17 property tax appeals from the 2025 revaluation, on parcels the county assessed from $67,400 to $842,700. Two appeals come from business entities; the other 15 are individual owners contesting the value of their own homes or land.

Appellants argue mostly from comparable sales. Others point to the property's condition, an outside appraisal, 2025 storm flooding, or a lack of public water and sewer service on rural parcels.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board decided all 17 appeals on October 22, 2025. In 11, its decision matched the value county staff had already recommended. In the other six, it set a different figure after hearing the evidence -- including two reductions tied to 2025 storm flooding, and one where removing a deck from the record cut the value below what the county had proposed. Thirteen of the 17 appeals ended below the county's current assessed value, four were left unchanged, and none went up. Combined, the properties' assessed values totaled about $8.44 million before the hearings and $7.96 million after, a reduction of roughly $486,000. The changes ranged from no change, on four parcels, to a cut of $81,700 on a vacant tract off Webb Drive that lacks public water and sewer service; the median change was a $29,100 reduction.

Comparable sales were the most common argument, raised in six of the 17 appeals. Three cited the property's condition, two an outside appraisal, and two 2025 storm flooding. Two appeals, from the same owner, argued that rural parcels off Webb Drive and Hillsborough Road lack public water and sewer access. Owners or their representatives appeared at 9 of the 17 hearings. Three owners brought two appeals apiece: on Noble Street and Holly Lane, on Webb Drive and Hillsborough Road, and on two Brockwell Road parcels.

How the votes went

The board's three sitting members -- Chair Leon Meyers, Saru Salvi and Richal Vanhook -- are recorded voting for every motion but one. On the reduction for the flood-damaged lot off Old Oxford Road, the minutes list only Salvi's vote. No vote against is recorded on any of the 17 appeals.
