After a lengthy discussion of staff comments and questions on the South Village Small Area Plan, the board voted 6-0 to recommend denial, going against staff's suggested motion to approve. The board then recessed for more than an hour before returning to new business.

The board recommended approval, 6-0, of PB-25-456, a small business use request for Bark Avenue Grooming at 627 West Street, which staff found consistent with the town's land use plan for that district. In board comments, members thanked staff for their work on the Small Area Plan, and the town manager updated the board on the Downtown Redevelopment Project.
