What's on this agenda

The board accepted $858,207.50 from two developments in place of building the road and greenway improvements those projects would otherwise owe: $305,731.43 from the Harvest District subdivision and $552,476.07 from a project on NC 42.

It also started five voluntary annexations toward their hearings and took first readings of three zoning map amendments. All five annexations and all three rezonings were adopted at the following meeting on November 3.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The two fee-in-lieu payments are the substance. Each converts an obligation to build into a payment the town holds instead, and together they are most of a million dollars from two projects on one night. The larger, from the NC 42 project, is roadway only; the Harvest District payment covers both roadway and greenway.

The five annexation petitions each drew a pair of resolutions, one directing the clerk to investigate and one setting the public hearing, running from 25-1950 through 25-1959. Three of the five are adjoining properties on Fayetteville Road. All five came back on November 3 and were adopted.

The board also took first readings of three zoning map amendments, two on adjoining N Main Street parcels and one on Purfoy Road carrying a land use plan amendment with it, and approved a mutual aid agreement with county emergency management. Staff noted the town already holds mutual aid agreements with its neighbours covering fire response.

Four special event and amplified sound permits went through on consent, along with the surplus of a 2013 pickup. The meeting opened with a Fire Prevention Day proclamation. Nobody spoke at public comment.

How the votes went

Every recorded vote passed unanimously, 5-0: the October 6 minutes, the consent agenda carrying the five annexation petitions and the event permits, both fee-in-lieu payments, and the mutual aid agreement.
