This week in local government

Chatham County commissioners had the largest land-use item in the region on Monday the 17th: a legislative rezoning of 292.288 acres off Christian Chapel Church Road from Residential to Heavy Industrial, filed by EC PROPCO, LLC. Nothing else on any agenda that week came close to that acreage or that jump in category. The same meeting carried four public hearings -- bona fide farm exemptions, commercial and industrial landscaping guidelines, a small rezoning on Bonlee Bennett Road, and a quasi-judicial hearing on a 199-foot wireless tower on Andrews Store Road -- plus a special use permit for a contractor's storage yard in Bear Creek. Holly Springs' council took up the Avent Ferry Road rezoning Tuesday the 18th after its planning board split 3-3 on a motion to deny it. Case 25-REZ-08 covers 32.28 acres for 53 houses and at least 5,000 square feet of commercial space. Between the deadlock and the council meeting the applicant raised the minimum commercial building height and widened the buffer along the planned Buckhorn Duncan Road extension; staff still recommended approval. The council also approved a five-year Oracle NetSuite contract worth about $2.15 million to replace a 20-year-old financial and utility billing system the vendor has stopped developing.

Land-use hearings ran through the whole week and four towns took annexations in three days. Pittsboro's planning board recommended two conditional rezonings Monday night, and on a small lot beside the new town hall a member noted the house has historical interest but no designation, and that nothing in the town's books requires notice before a demolition. She amended her own motion on the floor to add 90 days' public notice, and it carried in that form. Wake Forest paired an annexation and a rezoning on the same Rogers Road parcel so both are decided together; Garner took a voluntary annexation of 2.24 acres for a storage project; Fuquay-Varina heard two petitions; Hillsborough's planning board and commissioners sat jointly, which is the same device Sanford uses.

Wake Forest's Board of Adjustment heard the week's longest-running dispute Thursday. The town issued a notice of violation in April 2024 against the Franklin Street Townes development, whose 2015 special use permit required a pool and clubhouse as open space; the developer told the town in 2021 it did not intend to build them and never sought approval to change the plan. The appeal raises eight claims, including that the notice is legally deficient and that a comparable development was not held to the same standard. Staff recommended the board uphold the notice. This is sworn evidence rather than policy argument, and it turns on a decade of paperwork.

Money moved elsewhere. Knightdale held a hearing on installment financing of up to $9,495,000 to buy the Lofts building and new fire apparatus, and approved a development agreement for Faison Reserve, 58.85 acres and up to 184 homes in seven phases, tied to building the Widewaters Parkway Extension Bridge. Wake County's commissioners passed a 24-item consent agenda including opioid settlement spending. Chapel Hill's planning commission forwarded its pending applications to council without a recommendation either way. And the committee layer stayed busy: Cary's public art board voted on artwork for a hotel on Alston and a painted piano for Lazy Daze, Pittsboro's downtown design committee picked a site for a taxi cab sculpture, and Hillsborough's tree board worked on a plant list for the development ordinance.
