What's on this agenda

Orange County's Board of Equalization and Review hears 25 individual property value appeals from this year's revaluation, scheduled across a morning and afternoon session. Appellants challenge the county's assessed values on grounds ranging from construction quality and property condition to comparable sales.

Summarized from the published agenda. Read the agenda itself before acting on it.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board heard 25 value appeals in two sittings, 9:20 a.m. to 12:19 p.m. and 12:58 to 5:13 p.m. It set five values below the county's own opinion. Kevin Hooker's house at 125 Ironwoods Drive went to $774,200 against the county's $800,700, and Dolores Clark's at 109 Jones Ferry Road to $355,300 against $385,100. Xiajuan Yin's at 315 Palafox Drive went to $856,000 against $921,800 on a price-per-square-foot adjustment. Samuel Schilis's at 100 Dairy Court dropped from $813,900 to $783,300, and Chunyang Fan's at 110 Camille Court from $637,200 to $612,000. The largest reduction was Beverly Walton's on Rencher Street, from $255,500 to the county's recommended $136,000.

Four Fair Oaks townhouse owners on Pathway Drive argued that the county compares their homes with single-family houses rather than townhouses. All four were continued so the county can reassess every active Fair Oaks appeal, and the board nullified votes it had already taken on 2218 and 2224 Pathway Drive to do it. Norbert Lechner's case on Oakland Lane was continued to settle whether the unit is a townhouse or a condominium. The board accepted two late present-use value applications and held Sandra Bell's three Dillard Street properties at the county's figures. Staff raised Ryan LLC's request to move November's commercial appeals to December and the idea of adding full-day sittings. Richal Vanhook sat in the morning and alternate Barbara Levine in the afternoon, with Chair Leon Meyers and Saru Salvi at both.

How the votes went

The minutes record a motion and second for each appeal and no dissent on any of them. Value changes below the county's opinion: Hooker, moved by Leon Meyers, seconded by Richal Vanhook; Dolores Clark, Saru Salvi and Vanhook; Schilis, Meyers and Barbara Levine; Yin, Meyers and Salvi; Fan, Levine and Salvi. The four Fair Oaks continuances were moved by Meyers or Salvi and seconded by Salvi, Levine or, for 2218 Pathway Drive, Levine in the afternoon. Votes already taken on 2218 and 2224 Pathway Drive were nullified in favor of continuing them with the group, moved by Meyers and seconded by Levine, none opposed. Every other appeal was decided by accepting the county's proposed value.

From the published minutes.
