Other Tax rate and revaluation

What's on this agenda

Orange County's newly formed Tax Assessment Work Group holds its first meeting: introductions, a review of ground rules, and a staff presentation on the countywide property revaluation and appeals process. The group has no votes or formal actions on this agenda.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

County Manager Travis Myren walked the group, made up of three county commissioners, staff, and community and housing-advocacy representatives, through the revaluation and appeals process. He said the county's budget assumes a 3% reduction in the tax base from successful value appeals, that appeals have doubled compared to last year, and that additional contractors have been hired to finish neighborhood reviews by mid-November and all appeals by year end.

Members pressed on how neighborhoods are defined and grouped for tax purposes and whether older neighborhoods outside Chapel Hill are getting the same attention as others; staff said neighborhood codes rarely change and that a GIS map on the county's tax site shows the boundaries. Commissioner Marilyn Carter asked that the county's equity analysis be re-run to check the effect of recent adjustments. Myren also described a request-for-proposal in progress for a consultant to review the county's assessment process, with a draft available at the next meeting. The group adjourned at 2:25 p.m. with a UNC School of Government and NC Department of Revenue presentation on reappraisal scheduled for November 14.
