What local government did, 20–26 July

Pittsboro's Planning Board got its first look on 21 July at the Chatham Park South Village Small Area Plan, and the size of it was the point. The planning area runs 50 to 200 acres, against the 15 to 20 acres this board usually reviews. No staff recommendation came with it. That plan reached the town's commissioners in November and passed 3-2 after 21 residents spoke against it.

Orange County's Board of Equalization and Review sat three times this week, on 22, 23 and 24 July. It heard thirteen residential and vacant-land appeals on the first day, including three landlocked tracts owned by one company near US 70 West, and lowered the assessed value in all but one. It cut values across three duplexes the next night on five owner appeals and a county-initiated request to lower building grades. On the third it took four appeals covering a senior living facility on Estes Drive and three commercial properties, and scheduled a special 30 July session on a county request.

Cary set up its August calendar on 24 July, calling hearings for the 28th on three annexations tied to pending rezonings and on extending its 2019 general obligation bond authority. It held a hearing the same night to designate the Levie and Clarence Braswell House on North Academy Street. A work session earlier that day covered a proposed downtown social district allowing open containers in a defined area, and a pilot shortening hours at the Downtown Cary Park dog park after complaints from neighbors.

Two smaller items are worth keeping. Orange County's Historic Preservation Commission tested a revised landmark evaluation form on the Morris Grove School, a rare surviving early-1900s Black schoolhouse on Eubanks Road. And the county's Board of Elections, newly sworn in, adopted an early voting schedule for the 7 October Durham municipal primary and moved Eno precinct voters to the adjacent Patterson precinct.

14 boards met across 8 governments, with 145 agenda items on file.
