What's on this agenda

Cary's town council work session covered a proposed downtown social district allowing open alcohol containers in a defined area, a pilot to shorten hours at the Downtown Cary Park dog park after complaints from nearby neighbors, and a manager's briefing on the staff cost of public records requests. A residential lighting item was not presented.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Council coalesced around a smaller "Option 1" boundary for the downtown social district, excluding churches, parking decks, the library and residential areas, with aluminum cups and a one-year review before any expansion; no motion was taken, and staff will bring alcohol-type and hours details back August 20 for a fall rollout. On dog park hours, a motion to adopt staff's full pilot schedule, shortening both morning and evening hours starting September 1, failed 2-5. The council instead voted 4-3 to close the park an hour earlier, at 10 p.m., every night while leaving morning opening times unchanged, then voted 4-3 to push the effective date of that change to October 1. Several members said the changes driven by four neighbors' complaints should not come at the expense of the thousands of other park users. Town Manager Sean Stegall told the council some police departments are now charging fees for body-camera video requests from true-crime social media channels, though North Carolina's strong protections for police video limit that here; council members discussed publicizing the cost and volume of public records requests and using the town's open data portal to reduce repeat requests.

How the votes went

A motion to adopt full pilot hours for the dog park, changing both morning and evening times, failed 2-5. A motion to close the dog park an hour earlier every night while keeping current opening hours passed 4-3, and a following motion to delay that change's effective date to October 1 also passed 4-3, with Kohn-Johnson, Craig and Smith opposed both times.
