What local government did, 21–27 September

Orange County's Board of Health took up two draft resolutions on 24 September, one of them on immigration enforcement. That resolution reached the county commissioners a month later and passed on 29 October, tying enforcement to access to public health. It is the clearest instance in this record of a subject moving from an advisory board to a governing board on a question that has nothing to do with land.

Chapel Hill opened the region's largest housing hearings the same night. The council took legislative hearings on three conditional zoning applications, the biggest a mixed-use project of up to 575 apartments and 135 townhomes at 860 Weaver Dairy Road, alongside a 170-unit project at 115 Chapel Point Road. That second case came back on 22 October and passed only after an initial motion failed for lack of a second.

Apex heard five hearings on 23 September, including a continued annexation and rezoning at 1211 Old Raleigh Road and a 51.8-acre industrial site on Jessie Drive. Holly Springs' Planning Board recommended a Duke Energy substation rezoning off Deer Path Road, and split on an amendment easing electric-vehicle requirements in the Holly Springs Business Park. Cary approved a $1.3 million ballfield renovation and resolutions on emergency operations and opioid settlement money.

Two Orange County bodies did work worth noting beyond their own agendas. The Board of Equalization and Review approved twenty untimely applications for religious property tax exemptions on 23 September, alongside twelve value appeals. The Historic Preservation Commission reviewed four candidates for landmark status on 24 September, among them a Black-owned log house dating to about 1850 and a church-owned school and cemetery.

21 boards met across 11 governments, with 156 agenda items on file.
