What's on this agenda

Orange County's Board of Equalization and Review is scheduled to hear thirteen 2025 property-value appeals in a single session, covering land and homes from Willowbrook Road to Bristol Drive, Gwen Road and Crimson Court. Each owner argues the county's assessed value is too high; the board weighs evidence from both sides on each parcel.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board heard twelve of the thirteen scheduled appeals over about four hours on Sept. 25. Six ended in a lower assessment, four kept the county's number unchanged, and two were continued for further evidence. On the ten decided appeals, combined assessed value fell from $4,129,400 to $3,896,300, a cut of $233,100. Every motion passed with the three sitting members in favor and none opposed.

Owners argued mostly from purchase offers, comparable sales, a home's condition or errors on the property record card. The county's appraisers answered with site visits, equity analyses and sales comparisons, usually recommending a smaller cut than the owner sought, or none. The board never adopted an appellant's own requested value outright. On two companion appeals for lots on Gwen Road, it set a figure of its own instead of taking either side's number. Deputy Tax Assessor Chad Phillips told the board it needs to average about seventy appeals a week to finish the 2025 revaluation docket by Dec. 11. The county will add Thursday morning sessions starting Oct. 16 to help.

How the votes went

The three sitting members, Chair Leon Meyers, Saru Salvi and Richal Vanhook, voted unanimously on all twelve appeals heard, including the two continuances. No motion drew a vote against.

Agenda items (12)

Public hearing · 12
  1. 1 Appeal of Lot 2, Willowbrook Road (Harold L. Sykes II)
Public hearing Tax rate and revaluation
The owner sought a cut from $150,400 to $50,000, citing offers from companies wanting to buy the vacant 4-acre parcel. The county said steep terrain and a stream left most of the site unusable and recommended $90,200; the board accepted that figure.
    Reduced to $90,200
  2. 2 Appeal of 5311 Buckhorn Rd (Harold L. Sykes II)
Public hearing Tax rate and revaluation
The owner sought a cut from $358,100 to $230,000, citing a $187,000 purchase offer. The county left the home's value alone but cut the land for its drop-off and an unusable strip along the road, to $300,000; the board accepted that figure.
    Reduced to $300,000

  3. 3 Appeal of 6157 Moinear Lane (Xudong Sui)
Public hearing Tax rate and revaluation
The owner sought a cut from $1,391,100 to $1,071,630 based on comparable sales, which the county called inadmissible because they postdated the Jan. 1, 2025 valuation date. The board continued the appeal so the owner can submit valid comparables and the county can address neighborhood pricing.
    Continued to a later meeting
    • 6157 Moinear Ln · no matching parcel on file
    • Pin 9881263271 · Sui Xudong · assessed $1,363,600
  4. 5 Appeal of 417 Ridgecrest Drive (Igor Ivanisevic)
Public hearing Tax rate and revaluation
The owner sought a cut from $956,000 to $866,900, an earlier county figure based on a smaller measured area. He argued the home, built in 1969, hadn't been renovated in 20 years and shouldn't be compared to lakefront sales. The county said a corrected measurement supports $956,000 and recommended no change; the board agreed.
Board kept the value at $956,000, no change

  5. 6 Appeal of 103 Bristol Drive (Brigitta Adell Shouppe)
Public hearing Tax rate and revaluation
The owner argued the home's condition and deferred maintenance justified a change, though the requested figure of $620,000 was above the current $611,700 assessment. The county said the comparables submitted came from mismatched neighborhoods and recommended no change; the board agreed.
Board kept the value at $611,700, no change

The owner sought a cut from $97,100 to $65,993, pointing to the assessed value of a neighboring lot on Gwen Road. The county said that lot is more than twice the size and carries a lower per-acre rate, and recommended no change. The board set its own figure, $87,400, adopting neither side's number.

Public hearing Tax rate and revaluation
The owner sought a cut from $192,200 to $100,000, arguing the parcel is vacant land. The county said the 2.16-acre lot, used for a neighboring farm's hay and grazing, was already valued on that basis and recommended no change; the board agreed.
Board kept the value at $192,200, no change
  9. 10 Appeal of 6421 Heartwood Drive (Blair L. Pollock)
Public hearing Tax rate and revaluation
The owner sought a cut from $575,800 to $437,000, citing incorrect square footage and mismatched land comparables on the property card. A site visit corrected several measurements and the county recommended $548,600, short of the owner's figure; the board accepted it.
