What local government did, 24–30 August
Tropical Storm Chantal was still the business of the week in Orange County. Commissioners took up bridge funding for residents displaced by the storm on 26 August, after extended public comment from displaced Camelot Village residents and tenant advocates. The county's Board of Health met the next day on a different kind of reversal: a district court had ruled the county's groundwater protection rules both unsupported by evidence and too vague, and the board voted to let a resident build the car port it had denied him.
Cary and Holly Springs sat down together on 26 August at the Mayton Inn, taking staff updates from both towns and an overview of the regional water and sewer system. That system, run out of Cary, supplies both towns and several other users, and it returns as a subject through the drought of the following summer.
Cary's own council spent 28 August on smaller questions and one gift. It accepted a $400,000 donation from the Shane Pegram Family Foundation to fully fund an accessible playground renovation at Davis Drive Park, approved two annexations and rezonings on consent, and discussed a possible ordinance on residential nuisance lighting, the dispute where one neighbor's floodlight reaches another's bedroom window.
Orange County's Board of Equalization and Review sat twice more. It heard eleven appeals on 26 August, three of them late applications for present-use value on farmland and forestry. On 27 August it heard eleven more with only one appellant present, and lowered the assessment in every case, generally accepting the county's own revised figures.
23 boards met across 12 governments, with 131 agenda items on file.
