What local government did, 14–20 December

Cary called an emergency meeting on 15 December to swear in Deputy Town Manager Russ Overton as interim town manager, days after Sean Stegall resigned. The same day the mayor disclosed the sequence behind it: a special closed session on 18 November, a unanimous closed-session vote on 20 November to place Stegall on leave, and public records requests before the council's annual staff reviews that had surfaced activities the council then confirmed with staff.

Chatham County Schools elected Garen Leonard chair and Dale Turner vice chair on 15 December, then heard six speakers, staff and a parent, ask the board to seek a $2-an-hour raise for classified employees: bus drivers, instructional assistants, cafeteria staff. That is the third month running that pay has been the subject of this board's public comment period.

Garner took three rezonings and a special use permit on 16 December, including the 83-acre Rock Quarry Assemblage converting rural agricultural land to commercial mixed use. Knightdale held three hearings on 17 December, on the Clifton Road annexation and conservation subdivision, its companion development agreement, and a development agreement for Brio Village, a 612-unit age-restricted development. Durham adopted the Downtown Durham Blueprint: 2035 as a comprehensive plan amendment and took three consolidated annexations. Wake Forest opened its FY 2026-27 budget with hearings on the capital plan and the operating budget.

Orange County's Board of Equalization and Review sat three more days. It reduced sixteen of twenty-five assessments on 16 December, twenty of twenty-seven on the 17th, and seventeen of twenty-three on the 18th, raising exactly one across the three days.

One item is worth watching for what it protects. The church that owns the Harvey's Chapel cemetery told Orange County it will consider donating the site, on condition that it be permanently protected. The county's Historic Preservation Commission heard that on 10 December.

33 boards met across 15 governments, with 348 agenda items on file.
