Regular meeting Housing and affordabilityTax rate and revaluation

What's on this agenda

Orange County's Board of Equalization and Review has 28 property tax appeals on its December 17 docket. A morning session covers 13 commercial and larger parcels, including office and retail buildings on Market Street and Weaver Dairy Road. An afternoon session covers 15 houses and vacant lots, including several on North Street and Clarence Drive.

Most of the morning's appellants are limited liability companies and a family partnership. Most of the afternoon's appellants are individual owners appealing their own homes or land. All contest what the county says their property is worth.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board decided 27 of the 28 scheduled appeals on December 17. It reduced 20 assessments by a combined $6,189,700, from $61,589,500 to $55,399,800, and left 7 unchanged; none went up. Appellants argued flood damage, land-access and easement problems, or their own fee appraisals and comparable sales. The county's appraisers answered each with a separate analysis. No appellant got the exact value they asked for: every decision matched the county's recommendation or landed somewhere between it and the appellant's.

Sixteen owners appeared in person, four by phone, and seven — including Rougemont Storage Center LLC and Dharma Holdings LLC — were decided from the written record alone. The largest single cut, $1,860,700, went to Chapel Hill Timberlyne LLC's office building at 1129 Weaver Dairy Road, down to $15,053,600. Three adjoining houses on North Street in Chapel Hill's Historic District were appealed separately by the same owner. Four adjoining lots on Clarence Drive were appealed separately by four different owners.

How the votes went

Twenty-seven appeals decided: twenty assessments reduced, seven held unchanged, none increased.
