What local government did, 5–11 July

Wake County put two bond questions on the November ballot. The commissioners held public hearings on 6 July for school bonds and for Wake Technical Community College bonds, then adopted both bond orders on second reading — the step that decides what voters see on 3 November rather than what the board would like them to see. The same meeting passed a 22-item consent agenda together, including a three-year Microsoft licensing agreement, a sprinkler replacement at the Public Safety Center, and behavioral health funding with Alliance Health for the coming year.

Orange County's commissioners met for the first time since Jamezetta Bedford died on 21 June, her seat held vacant on the dais with her portrait and a copy of the agenda. They adopted the final financing resolution for the Crisis Diversion Center, up to $27 million, and widened the Longtime Homeowner Assistance program: ten years of ownership now qualifies, with a new component for owners over 70 at 30% of area median income who have been in their home twenty years. Both were unanimous. The one division was land. Authorizing offers on county property at 6823 Millhouse Road passed 4 to 1, over an objection that the county has a practice of selling land well below market value. The board also started the clock state law had given it to fill Bedford's seat, a sixty-day deadline that fell on 20 August.

Holly Springs held the first meeting of its data center study. That reads as routine here and did not stay routine: by the end of August the same question was live in Cary, which adopted an 18-month moratorium, and in Morrisville, which took a regional briefing. Holly Springs was already working under a 12-month moratorium its council adopted in June, and this was the committee starting to fill it.

Pittsboro's downtown advisory board added a parking, access and mobility strategy to its annual work plan, rewrote the guidelines for both downtown grant programs, and gave itself a standing agenda item for vision and strategy. Every vote was 9-0. What is absent matters as much: the consultants' study of the town and county property downtown was six days from the commissioners' agenda and does not appear anywhere on this board's. Two of its members said exactly that to the commissioners on the 13th, asking them to hold the endorsement until the board had read the report. The commissioners adopted it anyway.

The rest was contracts and paperwork. Fuquay-Varina picked Balfour Beatty to design and build Hilltop Needmore Town Park and Edifice Construction to renovate the turf at Fleming Loop, both 5-0, after four residents spoke — two to thank the board for a no-parking ordinance, one about accessible parking at the Independence Day celebration. Cary's Zoning Board of Adjustment adopted the written resolutions for two special use permits it had already heard. Chatham County's commissioners met in special session and spent all of it in closed session, on a personnel matter, on legal advice, and on business recruitment.
