What local government did, 7–13 June

Cary's council spent an hour on half a penny. By 11 June the fiscal 2027 tax increase had already come down from 3.75 cents to 2.75, and a motion to take it to 2.25 failed 5 votes to 2. The arithmetic was the argument: reaching 2.75 already uses the entire $10 million the town has above its 33 percent fund balance policy — $5.7 million in the recommended budget and $4.3 million more — and another half penny would need about $2.75 million the town does not have without going under that floor. Against that sat predictability. Last year's increase was 1.5 cents, and members noted the town had gone from an 8-cent rise one year to 1.5 the next. One member said public safety needs had been building for years and the council was trying to fix a long problem quickly; the mayor said it had already been put off for five. The rate stayed at 2.75 and was adopted a fortnight later.

Almost everyone else was closing their books too. Durham County, Hillsborough, Chapel Hill and Pittsboro adopted their fiscal 2027 budgets that week, Apex held its hearing, and Garner gave staff direction on its rate and staffing before adopting later in the month. Cary held the second of its two budget hearings on the 11th and, on the same agenda, appointed Cherry Bekaert as the town's independent auditor for the year — five weeks before the State Auditor's investigation of Cary became public, in a year when the town's own annual audit had already flagged tone at the top.

Pittsboro's commissioners had a fuller night than the vote counts suggest. The budget, salary schedule, position control and a new development fee ordinance all passed 5-0. So did a voluntary annexation petitioned by Chatham Park Investors, at a public hearing where nobody signed up to speak — as at the fee hearing, and at public comment. What divided them was a Pride Month resolution, adopted 4-1, and a proposal to send a commissioner as liaison to the Chatham Park South Village design process. That motion failed for want of a second, and the board asked instead for a written role description. It came back on 13 July, when they decided not to appoint anyone.

Two things surfaced at advisory boards before reaching the councils that would decide them. Cary's parks board spent its liaison time on electric bikes on greenways, reporting that the Greenway Committee wants education and enforcement rather than a ban; the council reached the same conclusion at its 23 June work session. And Orange County's Commission for the Environment heard a proposal to turn the Twin Creeks farmstead into a base for the Piedmont Wildlife Center — a site whose historic buildings the county's preservation commission was separately weighing two weeks later, apparently without either body in the other's room.

Orange County's Board of Equalization and Review sat for two hours and forty-eight minutes on the 9th and decided twelve appeals against 2026 valuations, all 3-0, nine of them reductions. It was the first of three sittings it held that month.

Two smaller items are worth watching. Holly Springs' council was asked at a workshop on the 9th whether to move subdivision and development plan review out of its quasi-judicial process and into administrative approval. Staff said the town is one of the few peers still doing it the slow way. The change would speed routine approvals and take the public hearing out of them. The same night, Apex's council took a program review of its automated license plate reader system, eleven weeks before Pittsboro voted 4-1 to terminate its own. Apex also formally denied a rezoning on Holland Road with a written statement of denial, which is rarer than it sounds -- most cases that will not pass are withdrawn or tabled instead.
