What local government did, 15–21 February

Two towns spent this week on multi-day retreats, both squarely in budget season. Garner's council held a two-day planning retreat at White Deer Park, opening with a SOAR review of its Strategic Plan and three development-policy questions: whether to change vested-rights protections for already-approved projects, how to notify developers of project changes, and whether new development pays its own way. The afternoon turned to preliminary FY27 budget projections and continued Capital Improvement Plan work; day two added a stormwater utility fee study, the Affordable Housing Task Force's recommendations, a review of the Historic Downtown Garner Plan, and a briefing on a staff workgroup studying AI use. No votes were taken either day. Cary's council and senior staff held their own two-day retreat at a hotel, opening with the town's 2006 mission, vision and values and a service-levels session with department directors, then turning on day two to the FY2026 second-quarter financial update, fund balance, and a preliminary budget overview built on early department figures.

Back at the dais, actual votes moved forward. Garner's council took up four rezoning-related cases: a hearing on a 2.4-acre Lawndale Street conditional rezoning, a satellite annexation petition for 8401 Old Stage Road, an advanced vote rezoning that same parcel to Residential-4, a Quality Oil fueling station and convenience store at Benson Road and Evolve Drive, and the return of the 83-acre Rock Quarry Assemblage case converting rural agricultural land to commercial mixed use. Knightdale finalized three annexation ordinances, for 9000 Horton Mill Drive, Brio Village and the Croom property, and adopted ZTA-2-25, a stormwater-related text amendment to its development ordinance. Wake Forest voted on annexing 2.36 acres for the Villas at Wake Forest Crossing and on expanding its Municipal Service District.

Money moved too. Wake County commissioners approved a five-year ambulance franchise renewal for North State Medical Transport, held a hearing on up to $25 million in limited obligation bonds, and set in motion up to $278 million in proposed 2026 general obligation bonds. Chatham County awarded an $8.3 million construction contract to Blum Construction for Parker's Ridge Park. Durham's council took up two land-use hearings with financing attached: consolidated annexation and rezoning for the "Leigh Village Center" property with a utility extension agreement, and a continued hearing on the "Creekside Mixed Use" rezoning, alongside a hearing on the draft FY2026-27 Annual Action Plan for HUD housing funds.

Holly Springs held hearings on a Sunset Lake Road bank rezoning and the Twin Springs annexation, then took up new business including a rezoning and development agreement for Mira Ridge, an economic development agreement with Genentech, and a bond order for water and sewer revenue bonds to fund an upgrade at the Utley Creek Water Reclamation Facility. In Orange County, OWASA's annual update to commissioners centered on a five-year, $250 million capital program, nearly $200 million of it for two projects, against annual gross revenue of about $55 million.

The advisory and hearing layer rounded out the week. Hillsborough's planning board and commissioners held a joint hearing on two rezonings, at 202 Holiday Park Road and 715 US Highway 70 East, plus a text amendment changing quorum and voting rules for its Historic District Commission. Knightdale's council separately held a joint hearing on the Faison Reserve planned unit development rezoning. Sanford's council met for about 33 minutes with no agenda or minutes published; the only public record is its own bookmarked video, which shows the town hearing and deciding zoning cases in the same sitting.

36 boards met across 15 governments, with 339 agenda items on file.
