Staff proposed changing the housing authority's administrative plan so it could deny portability, the right to move a voucher to another jurisdiction, to tenants who owe the authority money unless they enter a repayment agreement.

On project-based vouchers, staff reported the award letter has gone to HOPE NC for phases one and two, with discussions continuing on ten units set aside for people with intellectual and developmental disabilities. The project-based voucher conversion at Chase Park and Elliot Woods will now be tenant-based instead, because HUD has taken over the conversion and prefers that route. Staff also passed on the commissioners' new attendance rule for advisory boards: removal after three consecutive absences or after missing a quarter of the previous twelve meetings, with notice from staff at two.
