What's on this agenda
Orange County's Affordable Housing Advisory Board's August 12 agenda lists item titles only, with no descriptions attached. Members are set to approve minutes, welcome new members, and hear brief updates on local housing assistance and HOME funding. The board sets aside 45 of its 90 scheduled minutes, half the meeting, to plan a community meeting, and 25 minutes to build a 2025-26 work plan.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
Nine of the Affordable Housing Advisory Board's 14 members attended, three of them in person; the board lacked quorum at its prior June meeting. It put off building its 2025-26 work plan until October.
Staff said applications to the Long Time Homeowners Tax Assistance Program rose 90% amid the county's property tax revaluation. Orange County increased its funding allocation, and Carrboro and Chapel Hill are matching it, but per-applicant payments are still expected to fall below last year's average in the $300s. Staff are considering lowering the program's limits, from 80% to 70% of area median income and from 100% to 85% of HUD value limits, and plan technical-assistance visits to churches organized by Justice United. The board noted the County Commissioners have approved the HOME Consolidated Plan and Annual Action Plan, covering repair and rehabilitation, tenant-based rental assistance and land acquisition, and that the county is working with Habitat for Humanity on storm repairs, with the governor seeking funding beyond what Hurricane Helene relief already covers. Most of the meeting went to planning a Chapel Hill community meeting for September or October to explain the county's tax- and rental-assistance programs and gather resident concerns about the revaluation; board member Matthew Ferguson is to draft a slide deck and agenda for the board to finalize in September.
How the votes went
AHAB voted unanimously on two matters: board member Matthew Ferguson moved and Lynn Nilsson seconded approval of the May minutes, and the same two moved and seconded sending the board's updated housing inventory to county staff for review. Both are recommendations headed to the Board of Commissioners, not final decisions.
