Section 9.5 (h)-Excused absences due to illness, absence from the meeting due to personal hardship, if approved by a majority vote of the Planning Board, shall not constitute a lack of attendance. Absences shall be entered into the minutes of the meeting as either ‘excused’ or ‘unexcused’ at the next regularly scheduled meeting.     Staff Recommendation: Staff recommends approval and supports consideration of this amendment as a way to expand opportunities for small businesses while maintaining appropriate regulatory oversight. Advisory Board Recommendation: At its June 2, 2026 meeting, the Pittsboro Downtown Advisory Board recommended that the Board of Commissioners approve the proposed amendments. The Board supports clarifying prohibited use definitions to better reflect the character, goals, and development pattern of Downtown Pittsboro. The Board also supports permitting tattoo parlors/tattoo studios and body piercing establishments within the outer portions of the Downtown Overlay District while maintaining protec…
