Read from the agenda's recorded outcomes. Where the board published minutes, those are the record — this is a pointer to them.
What's on this agenda
Pittsboro's commissioners adopted a climate action plan on November 10, approved the Reeves Farm development agreement and its first-phase preliminary plat, and agreed to buy property from CSX Transportation. The meeting ran to 11:49 p.m.
The South Village small area plan was the one contested item. A motion to table it to January failed 2-3, and the plan was then approved 3-2 with the same two members reversing sides — the commissioners who wanted more time voted against approval.
Summarized from the published agenda. Read the agenda itself before acting on it.
Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The Reeves Farm preliminary plat carries a substantial recreation contribution: $500,000 in fees in lieu of land dedication plus 49.69 acres of public recreation land, both due before final plat approval.
A resident objected during the public hearing to a proposed ordinance amendment on fee-in-lieu increases for apartment complexes and higher-density projects. The board adopted the other amendment before it, on Section 9.5, and left that one.
The board also rezoned 627 West Street with no one signing up to speak, revised its own code of ethics and conduct, accepted two donated sculptures, and approved an agreement with the Welcome Center amended to hours of 11 a.m. to 5 p.m. plus opening for town events, with a budget amendment to fund it.
The consent agenda carried eleven items including 2026 meeting schedules for the commissioners, planning board, parks board and downtown board, the town holiday schedule, the CSX property purchase and its budget amendment, and a wastewater master plan grant reimbursement.
How the votes went
Almost everything passed 5-0. The exceptions came at the start and on the small area plan: amending the agenda to move the small area plan up passed 3-2 (Farrell and Foley opposed); a motion to table the plan to January failed 2-3 (Foley, Baldwin and Farrell opposed); and the plan was approved 3-2 (Vose and Bonitz opposed).
From the published minutes.
What was said
The public comment period was held at 6:32 p.m. One resident spoke during the ordinance amendment public hearing, opposing an amendment on fee-in-lieu increases for apartment complexes and higher-density projects.
