What's on this agenda

Pittsboro's board of commissioners swore in a re-elected mayor and two new commissioners on December 8, elected a new mayor pro tem, and then split three times on appointments and once on a road dedication — the first divided votes this board has taken in months.

The new board tabled the Chatham Parkway dedication for NCDOT project R-5930A until January by a 3-2 vote. When it came back on January 12 it passed 4-1.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Three appointments drew dissent. An in-town planning board member was appointed 3-2, after the board discussed attendance. A nomination to the parks and recreation advisory board failed 2-3, and a different candidate was then appointed 3-2. The board of adjustment and extraterritorial jurisdiction planning board appointments were unanimous.

The consent agenda carried a budget amendment for the 3M settlement — the payment to Pittsboro over PFAS contamination — along with a new connectivity project manager position and an updated position control for the fiscal year. Two other items, a budget amendment for Roberson Creek parkland and the Chatham Parkway dedication, were pulled off consent at a commissioner's request and taken as action items.

The board also approved a conditional zoning text amendment for Turkey Creek. Staff found it consistent with the town's future land use plan, since dental and other medical practices are permitted in an employment mixed use character area, and the planning board had recommended approval on November 17.

Three resolutions of appreciation were adopted for departing officials and a departing employee. The meeting closed with a session on legal advice, business location or expansion, and a complaint or grievance against a public officer or employee, and adjourned at 7:50 p.m.

How the votes went

Most votes were unanimous, at 4-0 before the new commissioners were seated and 5-0 after. Three were divided: appointing an in-town planning board member 3-2 (Farrell and Foley opposed); a parks board nomination that failed 2-3 (Thurber, Hunziker and Bonitz opposed); the parks appointment that followed, 3-2 (Farrell and Foley opposed); and tabling the Chatham Parkway dedication to January, 3-2 (Farrell and Foley opposed).
