What's on this agenda

Fuquay-Varina's town board saw two design concepts for Library Park on 2 September 2025: a mini golf course at about 2.51 million dollars, or a plaza at about 2.29 million. The mayor said the board has leaned toward mini golf as something that would set the town apart, and pressed staff on whether it could run without full-time staffing. Both went out for public comment with a recommendation due in October.

The board also annexed 20.5 acres at 5202 Spence Farm Road and rezoned nearly all of it to planned unit development for Mattamy Homes, annexed a small parcel on Fayetteville Road, and adopted the thirtieth amendment to the land development ordinance. Every vote was 5-0.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The Public Service Center drew the sharper exchange. The mayor reported its budget has risen 50 percent, from 13.5 million dollars to 19.5 million, which he said buys a structure lasting twice as long without a tax increase, and that the work will be built at once rather than in stages despite being phased on paper. Staff confirmed the site will be at full capacity the day it opens, with a projected ten-year horizon. One commissioner cautioned that ten years passes quickly at the town's growth rate and could turn out to be five, and asked what happens then. Staff offered two possibilities: putting parks maintenance at a future multipurpose park, or an off-site utilities maintenance facility. Construction is expected to start early next year and finish in 2027.

On Library Park, the designer named grading, topography and fencing as the main costs and said rearranging hole layouts could trim some while keeping accessibility. The parks director estimated dropping the water feature from either concept would save 300,000 to 400,000 dollars, and said mini golf would need some staffing to hand out clubs, handled the way the town staffs its splash pad. The mayor pro tem worried the mini golf concept does not serve younger children; staff answered that the plaza concept includes play areas for both age groups and that the historic park was left out of the planning to avoid complications with the museum. The board also picked HH Architecture to design the South Park community center renovation, with bidding hoped for April or May and construction from August 2026.

How the votes went

Every vote was unanimous at 5-0: the minutes, both annexation ordinances, the Spence Farm Road rezoning, land development ordinance amendment 30, the four consent items, the South Park consultant selection, concurrence with the Public Service Center schematic design, closed session and adjournment. Nothing was pulled from consent.
