    Speaker: Rachel Smith, Planning and Community Development  Executive Summary: The owner of property located at 4312 Jacobs Creek Lane has petitioned for annexation of the property so the site may connect to Cary utilities in association with a request to rezone (25-REZ-16) for a maximum of 16 detached dwellings.     Speaker : Corrie Bondar, Utilities Executive Summary: The Swift Creek Pump Station consists of two pump stations located at a single facility. The original pumping system, commissioned over 35 years ago, operates on 575-volt power. The newer system, added in 2006 to increase station capacity, operates on standard 480-volt power. Securing replacement parts and service for the 575-volt system is challenging. Earlier this year, Cary contracted with Duke Energy to replace the old 575-volt transformer with a new 480-volt transformer, and 480-volt pumps have also been purchased.     Speaker: Erin Puckett, Planning and Community Development Executive Summary: On Feb. 22, 2023, the applicant for rezoning case 22-REZ-06, Green Level Church Road at Mills Farm Road, had their rezoning request considered by the Planning and Zoning Board, which found the case inconsistent with the Imagine Cary Community Plan by a vo te of 5-4. Traditionally, the next step in the process is for the case to return to Council for a final determination. The proposed procedures establish standardized processes and expectations for the creation, review, and approval of official meeting minutes. The policy will also establish the procedure for posting the notice of quorum. Staff recommends renewal for fiscal year 2027 at a cost of $1,625,854.56, a 2.9% increase over the prior year. Salesforce serves as Cary’s primary platform for resident services, permitting, public works, and internal operations across multiple departments. Renewal avoids a costly and disruptive migration, uninterrupted service delivery to residents, and maintains access to competitive, pre-negotiated pricing through the North Carolina Department of Information Technology statewide contract.   24. 2. Anti-Retaliation Policy: Protection for Reporting Improper Activities

    Speaker: Russ Overton, Town Manager’s Office Executive Summary: The Town does not have a formal anti-retaliation policy that provides clear, consistent protections for employees who report, in good faith, misconduct or policy violations by employees or elected officials. Earlier this year, the Town's independent auditor, Cherry Bekaert, recommended that one be established as part of their findings presented to Council. Staff surveyed peer municipalities and drafted an anti-retaliation policy for Council consideration. Recommendation: That Council adopts Policy Statement 190: Anti-Retaliation: Protection for Reporting Improper Activity.
