What's on this agenda
The Orange County Housing Authority advisory board voted on 15 May 2025 to add project-based vouchers to its administrative plan, and tightened two rules on when a household loses its voucher. Nobody from the public attended.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The housing director explained project-based vouchers as a way to establish a baseline of inventory for housing choice voucher holders. Two developers are working on project-based voucher projects in the county. Forty units would be covered by a new waiting list; the existing list will be used to fill ten units at the first project. The board approved adding the programme to the administrative plan.
On terminations, the board set a limit of two consecutive evictions before a household is removed from the programme, and a six-month wait before a terminated household may reapply. Both passed. A third item, on repayment of overpayments and fraud, drew questions about how overpayments are calculated and when the authority must terminate assistance; the board took no vote and carried it to the next meeting.
The board asked that the number of available vouchers be added to the expense report. Future items include appointing a vice chair, the outlook for HUD programmes, and the age profile of participants.
How the votes went
Three votes, all approved: project-based vouchers in the administrative plan, termination after two consecutive evictions, and a six-month wait to reapply. The repayment item was held over without a vote.
