Voucher utilisation is the figure that decides whether federal rent assistance money actually reaches tenants. A housing authority is funded for a set number of vouchers and loses ground if it cannot place them - because landlords will not accept them, because rents outrun the payment standard, or because inspections and paperwork take too long. Reporting it monthly alongside the inventory is how a board watches that.

Incoming portables are households who received a voucher elsewhere and moved here, which the authority must absorb. Fraud recovery is the money clawed back where eligibility was misstated.

The county's separate housing work through this period included $100,000 toward supportive housing units at Weaver's Grove for adults with intellectual and developmental disabilities, and a $381,456 federal award split between home repair and tenant-based rental assistance.
