What's on this agenda

The Orange County Board of Health approved a $9,152,248 budget request for 2025-26 on 26 February 2025, plus a $74,071 increase in the personnel budget, and sent it and a set of fee changes to the county commissioners. It also heard from Chapel Hill's Vision Zero coordinator on traffic deaths.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The budget asks for six new full-time positions. One is a full-time Spanish interpreter for each clinic, which staff argued saves money: the department currently uses a temporary part-time interpreter and contracts outside when none is available, which is expensive. Certified medical assistant posts carry high revenue estimates because each allows an advanced practitioner two to four more visits a day. A mobile dental clinic coordinator, refused last year, is back with more evidence of its effect on clinic maintenance and event coordination.

Service fees are the department's largest revenue source, ahead of state funding. Staff said the department is more county-funded than most in North Carolina, which is why it offers services many county health departments do not, dental among them. An outside consultant is assessing whether the department can grow its client base.

Vision Zero reported six deaths and thirteen serious injuries from traffic in Chapel Hill over five years, with the areas of concern overlapping communities of colour and areas of low English proficiency, and a target of zero by 2030. The coordinator said multi-lane roads and higher limits leave less time to react, and that heavy batteries make electric vehicles more dangerous in a collision. Protected bike lanes and road diets using bollards are paused because the programme's federal grants are frozen; bollards cost about $100 each and go in at roughly 20-foot spacing. There is a long backlog of sidewalk improvements.

The board recommended three members for reappointment, taking each as a separate motion so the member concerned could abstain on their own seat.

How the votes went

Seven motions carried without dissent: the agenda, the amended January minutes, the $9,152,248 budget with a $74,071 personnel increase, the fee changes, and three separate reappointment recommendations, on two of which the member concerned abstained.
