What's on this agenda

Orange County commissioners are set to hear a tax office report on the county's 2025 property revaluation, plus a resolution opposing state Senate Bill 205, which would rewrite Chapter 160D of the state statutes and narrow local governments' zoning and planning authority. The board would also take up the Eno-Haw Regional Hazard Mitigation Plan and a condominium agreement with Carrboro for the Drakeford Library Complex.

The consent agenda covers minutes from three May meetings, FY26-27 transit grant paperwork, and a $700,386 purchase of 312 laptops, 108 desktops and 312 docking stations from Lenovo. The board would close in closed session on emergency preparedness and pending litigation, Zander and Galloway v. Orange County.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

After Tax Administrator Nancy Freeman presented the methodology behind the county's ongoing revaluation equity review, thirteen residents spoke, describing unfair valuations, a lack of on-site assessments in their neighborhoods, and fear of losing homes their families have held for generations; several cited the Northside and Rogers Road communities and a July 30 appeal deadline. The board then voted unanimously to postpone further action on the item. It also postponed a Condominium Agreement and Memorandum of Understanding with Carrboro for the Drakeford Library Complex, and the 2024 Climate Action Plan Annual Report, both to future dates.

The board approved a resolution opposing Senate Bill 205, which County Attorney John Roberts said would strip local governments of significant land-use authority; Planning Director Cy Stober said it would limit public participation in zoning decisions. The board also approved its consent agenda, including FY26-27 transit grant certifications and a Lenovo purchase of 312 laptops, 108 desktops and 312 docking stations, and heard remarks from 4-H YouthVoice delegate Navya Sharma. The meeting closed with a closed session on emergency preparedness for potential terrorist activity and pending litigation, Zander and Galloway v. Orange County.

How the votes went

The board voted unanimously on every recorded motion: removing item 6-a from the agenda, approving the Senate Bill 205 resolution, postponing the revaluation discussion, postponing the Drakeford Library MOU, approving the consent agenda, entering and exiting closed session, and adjournment.

From the published minutes.

Who spoke

13 members of the public spoke.

  1. A resident said rising valuations threaten her ability to pass down land her parents started the neighborhood on.
  2. A resident said community members are suffering under unfair valuations and asked for a meeting between residents and the board.
  3. A representative of the North Carolina Housing Coalition said Northside neighbors previously proved the tax office's values wrong after officials insisted they were fair, and argued vertical-equity analysis alone won't catch racial disparities in valuation increases.
  4. A resident said absentee property managers with no ties to historically Black neighborhoods are driving up values, and that his own home was valued above larger, better-kept homes despite lacking a dedicated road.
  5. A Rogers Road Community Center caller said older homes are being valued above newer, larger ones, calling it taxation without benefit.
  6. A resident of the Councilville neighborhood said no assessor has visited her property and asked the board to consider a fellow commissioner's suggestions on the issue.
  7. A representative of the Marian Cheek Jackson Center said some appeals were denied for lacking evidence despite evidence having been submitted.
  8. A community advocacy specialist with the Marian Cheek Jackson Center said residents feel unheard and are anxious about the July 30 appeal deadline.
  9. A resident said the county's statistical presentation obscured an unfair system and asked commissioners to hold tax staff accountable.
  10. A Rogers Road community member and landlord said Black neighborhoods lack the paved roads and stormwater infrastructure present elsewhere, making value comparisons unfair.
  11. A resident asked the board to require staff to revisit flawed valuations before the July 30 deadline.
  12. A resident who owns 18 acres said restrictive zoning limiting him to one house reflects decades of intentional inequity in county development.
  13. A resident said longtime Chapel Hill residents cannot afford rising property taxes and blamed UNC's influence on the area.
