What's on this agenda

Pittsboro's board takes up two voluntary annexation petitions from Chatham Park Investors, covering roughly 13 acres and 15 acres, plus a public hearing on permanently closing part of Suttles Road, which the state has already dropped from its highway system. A ceremonial resolution would honor outgoing Assistant Town Manager and Engineering Director Kent Jackson, who is leaving after five years. The amended consent agenda covers a Reeves Farm annexation petition, a Hillsboro Street truck-route ordinance change, revised hiring and promotion policies, and several new and reclassified town positions, including an Assistant Finance Director, a Development Services Director and a Deputy Town Clerk. A separate action item would create a new Assistant Town Manager/Finance Director post, and the board plans to close the meeting in closed session to consult with the town attorney and discuss personnel.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes Recording

Commissioners adopted the amended consent agenda 3-0 before Commissioner Bonitz arrived, then honored Kent Jackson with a resolution recognizing his five years leading engineering and public works projects, including the town's advanced water filtration system and the Tri-River water system merger; Jackson called it the most rewarding stretch of his career. During public comment, Dawn Saunders, who lives on Oakwood Drive, raised flooding concerns about a proposed development near her property, saying a drainage swale and berm built along an 1885 railroad bed keeps stormwater out of a nearby creek and that the project's planned retention pond would sit close to a 90-bed nursing home.

No one signed up to speak at any of the evening's three public hearings. The board approved both Chatham Park Investors annexation petitions 4-0, then adopted the ordinance closing part of Suttles Road 4-0 after the town attorney said the state had already removed it from the highway system. Commissioners pulled the Assistant Town Manager/Finance Director position off the consent agenda for separate discussion; a commissioner praised the restructuring as budget-neutral before it passed 4-0. The board then entered closed session to consult with the town attorney and discuss personnel, exiting without further public action before adjourning at 7:05 p.m.

How the votes went

The consent agenda, as amended, was adopted 3-0, with only three commissioners recorded voting on some items during the meeting. The resolution honoring Kent Jackson passed 4-0. Both Chatham Park Investors annexation petitions (A-2025-02 and A-2025-03) passed 4-0 after public hearings with no speakers. The ordinance closing Suttles Road was adopted 4-0 after a public hearing. The assistant town manager-finance director position request, pulled from consent for separate consideration, was approved 4-0. The board entered and exited closed session by unanimous votes, 4-0.

From the published minutes.

So, Kent, will you join me at the podium, please? Okay. Sure. uh bittersweet here. Uh we have a resolution honoring Brian Kent Jackson for service to the town of Pittsboro, North Carolina. Whereas Ken Jackson joined the town of Pittsburgh as town engineer and engineering director in December 2020, bringing with him over two decades of government experience in development services, public works, and transportation. And whereas Kent immediately became a leader among staff with his spirit of innovation, collaborative approach, and a deep commitment to the mission and values of the town. And whereas Kent remained a steadfast colleague, leader, and friend while stepping up to serve as interim town manager, using his immense professional and personal skills to help

[0:11:59]

continue moving the organization forward through an uncertain period. And whereas Kent continued his leadership of the town, being promoted to the role of assistant town manager and engineering director in April 2023. And whereas during his tenure, Kent played a key role in many projects, including the award-winning granular activated carbon advanced filtration system, the Tri- River water merger, the growth and advancement of public works, expansion and improvement of our multimodal transportation infrastructure, the awarding of millions of dollars in state and federal funding, among others, leaving a legacy of progress and meaningful change. Whereas throughout his service, Kent has consistently demonstrated exceptional leadership and a steadfast work ethic and a passion for excellence that has positively impacted his colleagues, the organization, and the broader Pittsburgh community. And whereas Kent has earned the respect, admiration, and friendship of those with whom he worked, serving as a mentor, teammate, and trusted professional. And whereas Kent has accepted a new opportunity that will allow him to continue his professional growth and apply his talents in new ways. And while his departure saddens us, we are excited for what the future holds for him. And that we extend our heartfelt best wishes to Kent for continued success, fulfillment, and happiness in all of his future endeavors. Now therefore, be it resolved by the board of commissioners of the town of Pittsboro, North Carolina, that the town of Pittsburgh hereby expresses its deepest gratitude to Kent Jackson for his outstanding service and contributions to the town. Adopted this 11th day of August, 2025. I have a motion to adopt.

Make a motion to adopt the resolution.

Thank you, Commissioner. Second, Mr. Bonds. All those in favor I thank you.

[0:14:00]

say thanks for the very kind recognition. Um it yeah it's been a it's been a great five years. Um probably the most rewarding of of my career. So yeah, thank you for for that. Um, you know, I think my other thought is, you know, great organizations and teams, they they don't withdraw from change. They adapt to it and they look to capitalize on it. So, I'm really glad that that's the approach that Jonathan and the board is taking. So, I look forward to the great work that my co-workers are going to do uh going forward. Um I know it's on the upside for the town. Um and hopefully for me as well after this kind of bittersweet kind of moment, but um it it's really been great from, you know, the first day to last day. Um Pittsburgh has been good to me. So, uh, that, you know, that's that's all you can hope for. So, I really appreciate the, uh, recognition and the support. So, uh, thank you.

All right. Uh up next is citizens matters and we'll start with the manager's update.

Yeah, I don't have much. Um we did get the kind of initial report for town hall today. So we hope to do a presentation for you all uh at the next meeting. Um there was a concern about a culvert on Salsbury Street. So we started installing or public works started installing uh railings today and so hopefully that'll be finished soon. I

[0:16:00]

think weather put a stop to that, but they'll keep going till they're finished. Um, and lastly, you know, with Kent leaving, obviously as a town manager, you need support from the elected boards and the staff, and Kent has been probably the most supportive assistant town manager I've ever had. Um, so again, appreciate it.

Yep.

Looking forward to it. Um, I look forward to you calling me for advice one day. So, thank you.

Yeah, I'll be doing it.

That's it.

Thank you. Um, so just generally on that on our on our consent agenda, we had a lot of uh items this evening we hear more about in the future, but um Kim talking about adapting to change and uh and moving some positions around and things. So more to more to come on that. Um opportunity on July 30th to go down to uh Carthage and work with them at a work session. So they're working through their uh strategic planning process like we did a little bit ago. Um, so went down there and talked to them. They are also a county in North Car or city North Carolina. That's the county seat that has a old courthouse in the town square with the new courthouse next to the town square. Um, and experienced a lot of growth. So, um, went and talked with them about what we're doing here and they had come up a couple years ago and talked to us about our main street program. So, um, good good partnership there and, uh, and working with them on just how we how we approach these high growth times that we're experiencing. So, I was grateful to be able to do that. Um July 29th we had the first uh steering committee meeting for the Robson Creek Park uh group with the to be named park near Robison Creek

[0:18:48]

6:00. So, you all are certainly invited to attend and I'd like to personally thank Kent for all that he's done and I do appreciate your service to the commissioners, the mayor, our town manager, and to everyone, the citizens of Pittsburgh. Thank you very much.

Thank you,

Mr. B. No updates. Thank you, Commissioner Ferrell.

Nothing at this time. I'll just echo these same sentiments to uh Mr. Jackson. A great job. He went through the uh tax system and the merger with Kyle and myself and uh a lot of undertaking in the last few years and I appreciate everything.

Thank you. Yo, got to echo the same thing. Thank you for your service, your kindness and your approachability. You were exemplary and uh of course your knowledge. We all leaned on on that and your experience. So we're going to miss you sorely. Thank you for your contributions.

Thank you. Uh up next is public comment. So we have uh one person signed up. So when you come up, please state your name and address at the start of your comments. There's a time limit of 3 minutes which will be displayed on the screen. In the interest of time and fairness, it's the board's policy not to respond directly to comments during this period, but staff will follow up as appropriate. So, Don Saunders, please.

Thank you. My name is Dawn Saunders. I live at 324 Oakwood Drive. not to beat a dead horse. We'll let you hear my grievances again concerning the Corbington development. Um, so I moved to Pittsboro over 30 years ago. I made friends with a local cremagin who is a historian. I know all about the town. I know about when it was uh you know named after William Pit and

[0:20:50]

the Earl of Chadam and William Pit the Younger is the Pittsboro name and anyway and that has a history both good and bad. But this town was established 1787 so there's historical homes all over. Why hasn't that land ever been developed? Like you wonder why. And when I bought my house and I would mention to people that that land was abuing my land, they said, "Oh, it can't be developed." And I never really thought a lot about it, but I've researched more that it has like a swale that holds water and there's a burm which back in 1885 they put a railroad through there. And so there's smaller broken rock. They use prisoners to do it. And then there's larger broken rock. And so there's this sperm. So whenever the water would collect in there, it would kind of percolate through this before it headed to the creek. And so if this development disrupts that, there's going to be a lot of water going into our creek, which is already having flooding concerns. There was floods with Matthew. There was floods with Florence, there was floods. There was one in May, one in June with a wastewater spill of Tri River. a couple thousand gallons of waste water and then July we had Shantel which is so we're having all these flooding concerns and I'm just why are we thinking of putting another development on that that is going to potentially send water into there and my other big concern is that they have like a holding containment area for their water planned which is really proximal to the 90 bed nursing

[0:22:50]

home that's there. And um the nursing home is built. It's um what is it? What do they call it? It's um 90 bed slab on grade, which a lot of nursing homes are because of walkers, wheelchairs, stretchers, and everything. So, it's a flood risk. is flat and the retention pond is just right there. So if it breaches, it's going to be a liability whoever does that development. And um

your time is up.
