What's on this agenda

Fuquay-Varina's planning board recommended a 47-home development at 5202 Spence Farm Road on 18 August 2025, sending it to the commissioners, who approved it two weeks later. The applicant pitched it on density: about 2.5 to 2.6 units per acre against the six the zoning would allow.

A neighbor said she does not oppose the project but wants the town to work with the state on lower speed limits and stop signs on Spence Farm Road as building continues. Board members agreed it would be worth staff reviewing the transportation plan for that area. The board also recommended the thirtieth amendment to the land development ordinance and adjourned in 27 minutes.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The traffic question was the only real discussion on the rezoning. Board members and staff noted that speed limit changes need state coordination, that traffic studies are generally not required for smaller developments, and that developers are responsible only for improvements along their own frontage. They agreed staff should look at the transportation plan and possible safety measures for the corridor as development continues.

The ordinance amendment drew a different kind of debate, about where small banquet halls should be allowed in the downtown and mixed-use districts, and whether larger venues should be accommodated there too. Members and staff talked about keeping the permitted use table aligned with the land use plan, using gas stations and funeral homes as examples, so the town does not have to amend the plan repeatedly. Nobody from the public spoke on that item.

How the votes went

All three votes passed 7-0 with seven members present: the July minutes, the land development ordinance amendment, and the Spence Farm Road rezoning. One member's presence was not requested.

From the published minutes.

Who spoke

3 members of the public spoke.

  1. The petitioner for Mattamy Homes said the 47-home project sits at about 2.5 to 2.6 units per acre against an allowable six, close to a school, with hardiplank siding and elevated foundations.
  2. The project's consulting engineer spoke in favor and offered to answer questions.
  3. A resident of a nearby subdivision said she does not oppose the development but asked the town to work with the state on a lower speed limit, stop signs and other safety measures on Spence Farm Road as building continues.

Three people spoke at the rezoning hearing: the petitioner, the project engineer, and one neighbor who raised traffic and speed on Spence Farm Road without opposing the development. The ordinance hearing opened and closed with no speakers.
