The petitioner introduced the applicant as a family-owned childcare business founded in 1971, serving children from six weeks to five years, and made the case that a fast-growing town needs more quality childcare. The board had no questions for him.

Then the sign-in sheet emptied into the record. A resident speaking on behalf of his mother-in-law, who lives near the site, raised traffic safety at the intersection and the particular risk to elderly residents and small children, and argued the area's infrastructure should be improved before more development. A resident of Old Sexton Place said she supports the need for daycare but wants the traffic flow changed. A property owner in the same neighbourhood said he was not opposed but thought the location marginal given the busy intersection, and suggested site plan changes. Another neighbour described the intersection as dangerous from her own experience and suggested a traffic light.

Three more spoke in support with conditions attached. One asked for a larger buffer and attention to stormwater. An adjacent owner raised stormwater runoff onto her property and said she was not fully opposed. A property owner described a traffic accident he had been in at that intersection, said the daycare is a suitable use, and also suggested a traffic light.

The chair noted partway through that concerns about traffic and safety had been clearly received, and asked later speakers to raise new topics. In discussion the board turned to traffic impacts, site access, technical requirements and the need for a traffic impact analysis with state transportation feedback. The applicant said work on those was ongoing. The board agreed to postpone until the analysis and detailed site plans could be reviewed, and the petitioner formally asked to table.

The board also adopted its 2026 meeting schedule. Meetings stay on the third Monday at 6:00 pm, except January: the third Monday falls on Martin Luther King Jr. Day, so the first meeting of 2026 moves to the second Tuesday under a by-law amendment adopted in 2023. The meeting adjourned at 6:58 pm.

Seven neighbours spoke at the hearing and the intersection dominated all of it. Several separated the two questions explicitly, backing the daycare while asking the town to fix the road first. Two independently proposed a traffic light.
