What's on this agenda

Six annexations and a rezoning came before Fuquay-Varina's town board on 4 August 2025, and one of them drew four neighbors in opposition: about 10 acres at 3799 Well Fleet Drive, near Kennebec Road. The mayor used the hearing to explain that the town cannot annex anyone against their will, that the only question before the board was whether water and sewer can reach the property, and that Willow Springs is a postal designation rather than an incorporated town.

The board adopted its 2025-2029 strategic plan and signed a lease with Wake County for land at 7069 Kennebec Road, next to Willow Springs Elementary, for a future town park. Every vote was 5-0.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The Well Fleet Drive annexation was the only contested item and it still passed unanimously. Residents of Kennebec Road and Quail Grove Street spoke against it. Staff answered on stormwater, explaining that subdivisions above a density threshold must install control devices that hold runoff in a pond and release it downstream at a controlled rate, and that state law requires them. The planning director said no rezoning is needed because the land already carries residential medium density and the approved subdivision plan uses conventional lots of at least 10,000 square feet.

On the park lease, the mayor said staff identified the county property more than a year ago, that it sits near existing subdivisions, and that ball fields there would help the town's sports programs. A design will come back to the board later. One resident used public comment to ask for better crosswalks, lower speed limits in places, and sunshades over playground equipment.

How the votes went

Every vote was 5-0: all six annexation ordinances, the Duncan Cook Road rezoning, the consent agenda, the strategic plan, the county park lease and the Alston Ridge greenway contract award.
