What's on this agenda

Fuquay-Varina's town board approved a social district at the Bengal Towne Centre on 19 August 2025, over the objection of one commissioner who cited 25 years working in substance abuse and said the town should not promote alcohol consumption. His motion to table the item until the town had data on how its existing social districts perform died for lack of a second. The district runs noon to 10 pm, seven days a week.

Everything else passed 5-0, including a wastewater asset management plan, a consultant for a police department needs assessment, a rezoning on Longfellow Street, and supplemental agreements bringing in more national opioid settlement money.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The social district debate turned on what counts as evidence. The dissenting commissioner asked for figures showing the existing downtown district had helped business, and said crime statistics alone do not measure whether a social district is safe. Staff said they did not have the data to hand and would provide it later. He also objected to the town handing management to a private association; staff replied that marketing and operations would sit with the Bengal Towne Centre management association while enforcement stays with the police department and state alcohol law enforcement, and that the town would publish boundaries, hours and rules as the law requires. The police chief said he had no concerns. Two colleagues praised the developer's record before the vote.

The evening opened with recognitions: the state fire marshal presented the fire department's updated insurance rating from an inspection completed in October 2024, the police department was recognized for achieving state law enforcement accreditation, the sanitation superintendent received a state public works award, and the mayor recognized a nine-year-old resident. One resident spoke, announcing an Audubon Society event on chimney swifts at the former middle school site and raising concern about tree removal in the area, reading the town's heritage tree purpose statement into the record.

How the votes went

Every item passed 5-0 except the Bengal Towne Centre social district, which passed 4-1 with one commissioner opposed. His earlier motion to table that item pending data on the town's existing social districts died for want of a second.
