What's on this agenda

The Orange Unified Transportation Board reviewed the 2019 Efland-Buckhorn-Mebane access management plan on 17 February 2025 against what has actually been built. The plan projected 175,000 trips a day; current development generates 25,000.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Staff put the gap between projection and reality on the table without proposing action. The discussion turned to truck traffic from warehouse and industrial development, the need to plan for freight rather than only cars, and whether to reopen public engagement on the plan. The board took no action and will keep monitoring.

On safe routes to school, with the plan now received by the board of education, staff asked for feedback on forming a steering committee of school staff, parents, young people and others. Members raised managing the committee's size, cultural barriers to walking and cycling to school, and the need for a public champion. Staff said he would facilitate rather than champion, and members agreed a parent is better placed than a school administrator, who is already fully occupied.

On projects outside the state programme, staff brought a cleaned-up list and the discussion centred on obligating federal infrastructure money quickly given uncertainty over rescissions. Sidewalk maintenance, transit improvements and spot safety upgrades are the priorities, and agencies are trying to lock funds into contracts to protect them.
