What's on this agenda

The Orange County Board of Elections ran a simulated election on 20 May 2025 to test ES&S Electionware 5.2.4.0, the software that would replace the county's election management system, and then voted on whether to ask the State Board of Elections to approve it. The director also reported on voter registration, the year-to-date budget and what the county manager's recommended 2026 budget does to the elections office.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Staff and bipartisan precinct officials ran the simulation under the state's standards, and the board voted to adopt a resolution asking the State Board of Elections to approve Electionware 5.2.4.0. If the state approves it, the director will go to the commissioners for the money. Nobody wished to address the board.

Registration stood at 109,762, up 656 since 15 April. The county manager's recommended budget turns down a requested election coordinator post and cuts postage by $2,500, contract services by $25,000, the board allowance by $5,000 and travel by $1,276 as part of a county-wide 10 percent cut to travel and training. The director said the cuts are tied to a possible 12 May second primary and would be revisited if one is required, and that she would appear before the commissioners on 24 June.

How the votes went

Three votes, all carried: the Electionware resolution, the April minutes, and adjournment.
