What's on this agenda

The Orange County Agricultural Preservation Board approved two farms into the voluntary agricultural district programme on 15 January 2025 and worked through the draft farmland preservation plan it will take to the commissioners in April.

Summarized from the published agenda. Read the agenda itself before acting on it.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The two applications were 82.78 acres in the Caldwell agricultural district, four parcels of grass and managed forest with forestry and conservation plans complete, and 9.3 acres in the Schley-Eno district growing produce, cut flowers, honey, eggs and livestock, approved contingent on a signature to its conservation plan.

On the draft plan, staff were frank about what it is up against. The bigger asks, a new staff member and funding to recapture deferred taxes on land leaving present-use value, will compete with affordable housing and social services, and how the board approaches the commissioners will decide the outcome. The cost of community services will become relevant. The board takes the plan to the commissioners' 8 April work session, where no public comment is taken. Members suggested that when it goes to a full public meeting later in the year, working farmers rather than board members should speak about what farming is like, so commissioners hear it from people with their own experience. Members agreed the high value of land drives every one of these decisions, which makes finding ways to compensate owners who want to preserve their farmland the central problem.

The voluntary agricultural district breakfast drew 68 people at a cheaper venue, $1,259 against $1,900 the year before. A farm succession programme hosted by a local law firm on 3 December drew 46 people at no cost, and the county recorded it.

How the votes went

Two motions carried: the November meeting summary, and both district applications, one contingent on a conservation plan signature.
