What's on this agenda

Orange County commissioners and the Carrboro Town Council met jointly on 27 March 2025 on five subjects: the first year of the Drakeford Library Complex, what federal cuts do to the county budget, affordable housing and the Greene Tract, expanding the CARE mobile crisis team, and where the two bodies might advocate together.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The federal funding discussion was the sharpest. The county manager said that if administrative funding for Medicaid or food and nutrition services is cut there would have to be a reduction in force, and that he had received a stop work order from the state health department that morning for two grant-funded positions, with reimbursement ending two days earlier. He said some grant funds are already on hold and that new information arrives daily. Asked about warning affected residents, he said the programmes at risk are being identified but reaching out before there is clear direction would cause more anxiety than it eases. The vice-chair repeated her request for a dashboard on the county website tracking federal cuts and their local effect.

One commissioner cautioned against playing up federal cuts before they are fact, saying he had just come from a community meeting on the revaluation where people spoke about whether they can stay in the county. The manager explained that the revenue neutral rate falls when assessed values rise sharply, and that a revaluation redistributes the burden according to what a house would fetch on the market. Carrboro's mayor pro tem asked whether municipalities could dedicate surplus funds to soften the cuts.

On the Greene Tract, the master plan adopted or endorsed by all owners in October 2024 allows up to 660 housing units in a mix of multifamily, single-family and townhouses, alongside the Headwaters Preserve and a school site. The preserve was recombined into sole county ownership in 2022. The owners have engaged the UNC School of Government's Development Finance Initiative to work out what subsidy the affordability targets would need. Because the land is publicly owned, the elected boards can set affordability in ways they cannot elsewhere. The interlocal agreement names the Rogers-Eubanks neighbourhood as historically bearing the burden of how the property was used, and gives its residents priority in decision-making.

On CARE, staff said a mobile crisis team is one of the things that has to be in place to support the planned crisis diversion facility, and that the team might eventually work from it, both bringing people in and transporting them after a stay. A funding request for next year is awaiting approval. Carrboro raised transportation improvement money at federal risk as an area for joint advocacy, and asked to meet the commissioners more often on shared subjects.

  1. 1 Initial Thoughts on Drakeford Library Complex Activities
Library and social services staff reported on the complex's first year. New library card registrations exceeded staff expectations. The NC Works career center on site runs adult, dislocated worker and youth employment programmes, plus training aimed at people receiving food and nutrition benefits, with Durham Tech as a partner on site.
  2. 2 County Budget Update - Federal Impacts and Orange County Partnership to End Homelessness
The manager said cuts to Medicaid or food and nutrition administrative funding would force a reduction in force, and reported a stop work order received that morning for two grant-funded positions. Some grant funds are already on hold. The vice-chair repeated a request for a public dashboard on federal cuts.
  3. 3 Affordable Housing - Greene Tract, Land Acquisition, Rehabilitation Assistance, HOME Funds
The Greene Tract master plan, adopted or endorsed by all owners in October 2024, allows up to 660 housing units alongside the Headwaters Preserve and a school site. The preserve came into sole county ownership in 2022. The UNC School of Government's Development Finance Initiative is working out what subsidy the affordability targets require. The interlocal agreement gives Rogers-Eubanks residents priority in decisions about the land.
  4. 4 Expansion of the Mobile Crisis Team (CARE)
A mobile crisis team is a prerequisite for the planned crisis diversion facility and may eventually operate from it. A funding request for next year awaits approval.
  5. 5 Areas for Joint Advocacy and Transportation Safety Projects
Carrboro raised transportation improvement funding at federal risk as a candidate for joint work, and asked to meet the commissioners more often on shared subjects such as the Greene Tract.
