What's on this agenda

Chapel Hill's council takes up a $65 annual library fee on Wednesday for Orange County residents who live outside the town limits. Staff recommend adopting it, citing the 2023 Library Task Force report. The town's library has been free to county residents, and this would change that for everyone beyond the corporate limits.

The council also sees the draft Land Use Management Ordinance, the rewrite that has been in front of one board or another since a 4-4 tie sank the omnibus package in November. Staff bring a high-level summary, a reference guide and maps of greenways and of arterial and collector streets. Council is asked to receive and comment rather than vote.

On consent: a construction contract with Morgan Corp to remediate the dam at 1714 Legion Road, an updated schedule of property acquisitions for the North-South bus rapid transit line, the 2026-27 Percent for Art plan, signage naming the Cedar Falls Park community center and two greenway extensions for Bill and Peggy Britt, and twenty sets of minutes going back to a 2014 council retreat.

The consent agenda passed 8-0 as well. It included a $1,472,400 contract with Morgan Corp. to repair the dam at 1714 Legion Road, with budget amendments to pay for it, and authority to acquire property for the NS RAPID bus line. It also approved the 2026-27 Percent for Art plan and signs honoring Bill and Peggy Britt on the Cedar Falls Park community center and along several greenways. These are the town's draft action minutes, which do not record what was said during public comment.

7 items were added after the agenda first went up

A late addition is how the public gets surprised: somebody reads the agenda, decides nothing on it concerns them, and the thing that does is added afterwards. They are marked in the list below.

The day counts are an upper bound. Governments publish what is on an agenda, not when each item was put there, so these are measured from when this site first saw the item — which can be later than when the clerk added it, never earlier.
