Crystal Morphis walked the board through the SWOT analysis, cluster and workforce study, and results from a business survey of about 80 companies, all feeding the county's draft economic development strategic plan. She asked members to help redraft the department's vision and mission statements and described a plan to pay industry incentives from general fund property sales tax revenue rather than the county's Article 46 fund. Members discussed coordinating with the towns, chambers of commerce, Cooperative Extension and other county departments, and building workforce pipelines with K-12 schools and Durham Tech.

The board approved the minutes of its May 13 meeting on a motion by Joy Mercer, seconded by Dave Gephart. Emilee Collins adjourned the meeting at 12:05 p.m.
