What's on this agenda
Orange County's Planning Board takes up a rezoning request from Forestar Development for 61.11 acres on NC Highway 54 West in White Cross, on the Rigsbee family's longtime tract. The company proposes a Residential Conditional District with 43 single-family homes on half-acre lots, keeping the historic farmhouse and about 41 percent of the site as open space.
The board's vote is a recommendation. The Board of County Commissioners holds its own public hearing on the case October 7.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
After hearing from the applicant's team and two residents who raised concerns about stormwater runoff, well-water impacts and the loss of rural character, the board voted 6-3 to adopt a Statement of Consistency finding the rezoning consistent with the 2030 Comprehensive Plan, correcting a typo in the statement's conditions along the way, and recommending the Board of County Commissioners approve it. Commissioners Delores Bailey, Beth Bronson and Meg Millard voted no, citing concerns that the proposed half-acre lot sizes and density were not consistent with the area's rural character and the county's conservation and land-use goals. The rezoning proceeds to a Board of County Commissioners public hearing on October 7. The board also approved its June 4 minutes unanimously.
How the votes went
The board approved its June 4 minutes unanimously. It adopted the Statement of Consistency recommending approval of the Rigsbee/Forestar rezoning 6-3, with Bailey, Bronson and Millard opposed.
From the published minutes.
Who spoke
2 members of the public spoke.
- A resident said doubling the number of permitted lots to half-acre sizes raises stormwater and flooding concerns given recent flash flooding in the area, and urged the board not to recommend approval.
- A neighboring property owner raised concerns about septic system density affecting tree cover and water quality, the developer's litigation history in other states, and the adequacy of the well-impact testing.
