What's on this agenda

Orange County's planning board takes up its 2025 annual report and 2026 work plan on December 3. The report lists the year's work — five conditional-district rezoning reviews, three text-amendment recommendations, one subdivision plat — and sets 2026 priorities led by the county's land use plan update. Members can amend the draft before it goes to the clerk's office by January 16 and on to county commissioners early next year.

The board also approves minutes from its October 1 meeting, reviews the planning board and commissioners' December and January meeting calendars, and hears chair comments on the attendance rules for county advisory boards.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board added training on wastewater, community wells and conservation subdivisions to its work plan, unanimously. A third amendment, to add county-owned property — particularly the old jail and what happens to it — as an emerging issue, failed 1-7. Members agreed it is a real concern but said it sits outside the development ordinance and comprehensive plan and so outside their remit.

The board reviewed what it did in 2025: five conditional district rezoning reviews, recommendations on three development ordinance text amendments, one major subdivision preliminary plat, briefings on the county land use plan and the hazard mitigation plan, and committee work on a text amendment covering subdivision processes expected in early 2026.

Asked whether earlier text amendments had produced anything, staff said there have been new telecommunications facility applications — one on file since the change — that the impervious surface amendment was adopted only two weeks earlier and is too new to judge, and that they would have to check permits to say whether residential solar has picked up.

On intergovernmental questions, staff said a joint meeting with Mebane is on the schedule for March 2026 but such meetings have been cancelled before, and warned against expecting a written agreement: Mebane may be a good neighbour on a handshake but has not been willing to sign away municipal rights. On the East 70 corridor toward Durham, sewer expansion is blocked by a pump capacity problem further down the sewer shed that would cost many millions to fix. On broadband, a contract change means a few hundred fewer houses will be served, around 400 by one recollection.

The chair also reminded members that the county commissioners are paying attention to advisory board attendance, and that missing three meetings in a row or four in a year makes a member subject to removal.

How the votes went

Five motions. Approving the October 1 minutes, unanimous. Adding an annual or biannual meeting with the county commissioners to the work plan, unanimous. Adding training on wells, septic and conservation subdivisions, unanimous. Adding county-owned property as an emerging issue, failed 1-7. Approving the annual report and work plan as amended, unanimous. Eight of eleven members were present.
