What's on this agenda

Orange County's Unified Transportation Board takes up a revised orientation packet for its own members and a draft Non-STIP Program of Projects, a framework for coordinating low-cost safety and mobility fixes with NCDOT. Staff also brief the board on a new bus shelter policy and the recent split of the Hillsborough Circulator into two routes.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board tabled approval of its June minutes after finding the draft mixed up April and June attendance and left out who made and seconded each motion; members with notes were asked to send them to staff member EmmaLea Ange.

Guest Amy Cole moved, and Gregory Woloszczuk seconded, unanimous approval of a revised orientation packet that consolidates the board's bylaws and reference materials, with edits to update acronyms, correct dates and describe members by geography rather than outdated expertise labels. That packet is for the board's own use and goes no further.

Erik Legg moved approval of the draft Non-STIP Program of Projects, which passed unanimously with edits requested for data consistency and spelled-out acronyms. As an advisory board, OUTBoard's approval sends the draft forward through county staff to NCDOT, which requires a facility, a problem statement and a proposed solution for each project and determines funding on its own.

Staff also briefed the board on a two-year bus shelter policy that prioritizes locations near hospitals and high-need areas, aiming to buy two or three shelters a year; members raised concerns about limited cooperation from retail property owners such as Food Lion and Walgreens and suggested Scottswood as an alternative site. Staff reported the Hillsborough Circulator split into Blue and Orange loops on June 23, with the library, the Department of Social Services and a Food Lion on US-70 as popular stops. No members of the public attended or commented.

How the votes went

The orientation packet and the Non-STIP PMP draft each passed unanimously, with no dissent recorded. The board tabled its June minutes rather than voting on them.
