What's on this agenda

The Orange Staff Working Group, which coordinates transit funding among Orange County, Chapel Hill, Carrboro, Hillsborough, Mebane, GoTriangle and other member agencies, will take up four proposed FY26 second-quarter budget amendments: a new Mebane Circulator route, a funding reallocation for North-South Bus Rapid Transit, a 14-vehicle purchase tied to driver shortages, and added service hours for GoTriangle's Route 800. The group also has two sets of draft minutes on its table, a set of project contact-name changes, and a GoTriangle financial report.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The group declined to recommend the Mebane Circulator amendment, voting 5-3 against it after members questioned adding a new route ahead of long-unfunded priorities. It voted 5-3 to recommend reallocating North-South BRT operating funds to capital, and 8-0 to recommend buying 14 replacement vehicles for routes short on drivers. Rather than recommend GoTriangle's Route 800 proposal outright, members voted 8-0 to send it and the other pending amendments out for public comment and to develop a process for evaluating future funding requests; a separate 8-0 vote released a set of contact-name-change amendments for comment, excluding the OWL project. Members approved the May 16 minutes as amended, unanimously, but put off the August 20 minutes after GoTriangle asked for changes to how they describe conduct on the record.

How the votes went

Mebane Circulator amendment: failed 5-3. North-South BRT funding reallocation: passed 5-3. 14-vehicle purchase amendment: passed 8-0. Release of Route 800/BRT/Mebane/vehicle amendments for public comment: passed 8-0. Release of contact-name-change amendments for public comment (excluding OWL), with a friendly amendment to clarify cost and purpose first: passed 8-0. May 16 minutes, as amended: approved unanimously. Agenda adjustment moving the Transit Plan Update to October: approved unanimously.
