What's on this agenda

Orange County's Board of Equalization and Review hears nine 2025 revaluation appeals on its September 2 docket: a vacant tract, a manufactured home, a condominium and six single-family homes, including one in the Chapel Hill Historic District. Each owner disputes the county's assessed value; the board weighs the owner's evidence against the county appraisal staff's recommendation for each parcel.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The three sitting members—Chair Leon Meyers, Saru Salvi and Richal Vanhook—heard all nine appeals on September 2; the six alternate members did not attend. The board decided eight of the nine that day and continued the ninth, a $1.29 million property, after finding the owner's comparable sales inadmissible or otherwise not comparable, and asked for valid comparables at a later date.

Of the eight decided, the board reduced the value in seven, by amounts from $1,100 to $175,000, and left one vacant tract unchanged after finding no record supporting the owner's claim that the land does not perc. Every decision adopted the county's recommended value. All were unanimous except one reduction, decided 2-1 with the chair dissenting. Two of the nine owners appeared before the board in person; the rest submitted their cases in writing.

How the votes went

Eight of nine appeals were decided by motion to accept the county's recommended value; the ninth was continued to a later meeting. Seven of the eight decisions reduced the assessed value and one left it unchanged. Every vote was unanimous except one reduction, approved 2-1 with the chair dissenting, and the continuance, which the three members present approved unanimously.

  1. Appeal of 3.56 acres on White Cross (Stan R. Smith)
Public hearing Tax rate and revaluation
The owner of a 3.56-acre vacant tract in Chapel Hill argued the land does not perc and has an odd, triangular shape, seeking a reduction from $126,200 to $35,000. The county found no record that the land can't perc and said its shape already carries a 10% discount.
Board kept the value at $126,200, no change
  2. Appeal of 4704 Trinity Lane (Dorothy A. Adcock)
