What's on this agenda

Orange County's Board of Equalization and Review hears eighteen individual appeals of property values set in the 2025 revaluation, covering houses, manufactured homes, vacant land and a condominium unit. Owners contest the county's figure on grounds ranging from condition and comparable sales to septic and access limits on undeveloped land, and a county appraiser presents a recommended value for each parcel.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board decided sixteen of the eighteen appeals and continued two: one to let an owner supply comparable sales for a floodplain-encumbered lot, the other so an owner could locate paperwork from a recent purchase. On the sixteen decided appeals, the combined assessed value fell from $7,527,000 to $6,988,800, a drop of about 7%. Owners or their representatives appeared for twelve of the eighteen appeals; the county presented its evidence and recommendation in the other six regardless, and the board ruled on all six the same day. In every decided appeal the board's final figure matched either the current assessment or the county's own recommended value, including one case where the board went beyond the county's recommendation. It did not adopt an appellant's own requested value in any case.

How the votes went

All decisions passed on a motion and second among the three board members. Every vote was unanimous except one, when Saru Salvi voted against accepting the county's recommended value on one appeal that the other two members supported.

From the published minutes.
